1.0 JOB PURPOSE

This role is responsible for overseeing crude receipt, offloading, storage, inventory control, custody transfer, and export readiness activities at KPRL, ensuring safe, efficient, and compliant management of crude oil from transporter delivery through to export.

The role serves as the primary Midstream Operations representative at the terminal and is accountable for terminal service delivery, stock integrity, quantity and quality assurance, transit loss management, export verification, and compliance with approved operational procedures.

MAIN DUTIES & ACCOUNTABILITIES

Terminal Operations & Service Management

Act as the primary Midstream representative at KPRL.

Monitor terminal performance against receipt, storage, and export requirements.

Drive efficient offloading operations and minimise truck waiting times and delays.

Coordinate resolution of terminal service delivery issues and operational constraints.

Quantity Assurance & Transit Loss Management

Oversee crude receipt and offloading activities.

Authorise truck acceptance or rejection based on quality, quantity, and compliance requirements.

Monitor receipt quantities and transit losses against approved tolerances.

Investigate quantity discrepancies and ensure recovery of accountable losses from transporters where applicable.

Monitor validity and calibration status of measurement equipment.

Product Quality & Integrity Management

Ensure all crude received meets approved product acceptance criteria.

Monitor quality parameters including density, temperature, BS&W, water content, and contamination indicators.

Investigate contamination incidents, off-specification receipts, and heat retention concerns.

Escalate significant quality issues requiring management intervention.

Inventory Control & Stock Governance

Oversee daily inventory control, tank reconciliation, and water reconciliation activities.

Review stock variances and coordinate investigations where tolerances are exceeded.

Serve as authorised signatory for inventory reconciliations, stock records, and stock movement documentation.

Coordinate stock verification activities with surveyors and terminal representatives.

Custody Transfer & Documentation Assurance

Ensure custody transfer processes are properly executed and documented.

Review and approve receipt, stock movement, and reconciliation documentation.

Ensure documentation is complete, accurate, and auditable.

Export Readiness & Surveyor Coordination

Coordinate surveyors supporting stock verification and export preparation activities.

Ensure stock quantities and quality parameters align with export requirements.

Support export verification, tank certification, and vessel readiness activities.

Resolve discrepancies identified during export verification.

Reporting, Compliance & Continuous Improvement

Prepare daily, weekly, and monthly operational reports.

Monitor operational performance against approved KPIs.

Ensure compliance with SOPs, custody transfer requirements, and inventory control procedures.

Participate in audits, investigations, and operational reviews.

Escalate significant operational, financial, quality, quantity, inventory, or HSSE risks to the Midstream Manager.

EDUCATION AND TRAINING

Qualifications & Experience

Degree in Engineering, Logistics, Supply Chain Management, Operations Management, Petroleum Management, or related discipline.

Minimum 5–8 years' experience in terminal operations, depot operations, inventory management, fuel logistics, or petroleum operations.

Experience in inventory reconciliation, custody transfer, quantity assurance, and stock management.

Experience managing third-party terminal operations and contractor interfaces.

Knowledge of petroleum measurement, reconciliation, loss control, and export verification processes.
