JOB PURPOSE

This role is responsible for coordinating and overseeing end-to-end logistics operations to ensure the safe, efficient, and reliable evacuation of crude oil from Lokichar to the Export Terminal. It ensures alignment between transport execution, terminal capacity, and export schedules, while upholding product integrity, operational discipline, and full compliance with HSSE and security requirements.

MAIN DUTIES & ACCOUNTABILITIES

  • Operations Control & Coordination:
  • Oversee the execution of transport operations and monitor fleet performance while ensuring adherence to dispatch plans and maintaining operational discipline. Respond promptly to security alerts and operational disruptions and enforce compliance with SOPs while promoting best work practices across transport operations.
  • Transporter Performance & Technical Oversight:
  • Monitor transporter compliance with HSSE standards, maintenance programs, and fleet roadworthiness, while reviewing breakdown trends and overall fleet reliability. Ensure that all tankers comply with the required specifications.
  • Stock Integrity & Loss Prevention:
  • Provide oversight of stock reconciliation and loss control while reviewing variances and ensuring that appropriate investigations are conducted. Maintain strong governance over chain of custody and measurement integrity.
  • Export Readiness & Terminal Alignment:
  • Ensure stock build aligns with vessel schedules while overseeing terminal performance and delivery efficiency. Coordinate closely with Trading and the terminal operator to support seamless export operations.
  • Governance & Reporting:Approve operational data for reconciliation and invoicing while ensuring accurate reporting of performance, risks, and incidents.


QUALIFICATION AND EXPERIENCE

  • Degree in Engineering, Logistics, Supply Chain, or related field
  • Minimum 10 years’ experience in oil & gas logistics or depot/transport operations
  • Demonstrated expertise in depot operations, fleet maintenance oversight, and HSSE management systems in fuel or hazardous product logistics.
  • Strong experience in end-to-end fuel logistics, ensuring safe, compliant, and efficient transport, storage, and terminal operations.
  • Demonstrated experience in implementing Process Safety Management (PSM) and Operational Excellence systems within high-risk operations.
  • Proven ability to embed safety culture, drive compliance, and sustain disciplined execution across contractor-based environments.

  • Skilled in Root Cause Analysis (RCA) investigation techniques to identify underlying causes and support effective corrective actions.
  • Strong analytical and problem-solving abilities, with a structured approach to complex operational challenges.
  • Capable of assessing and managing operational risks while making timely, informed decisions in high-pressure environments.
  • Strong stakeholder management and communication skills, with the ability to engage effectively across all levels.
  • Excellent reporting and documentation capabilities, ensuring accuracy, clarity, and compliance in operational records.
